NL20 - 4Bet pot, turning my hand into a bluff OTR

Blinds: $0.10/$0.20 (5 Players) BN: $22.37 (Hero)
SB: $23.09
BB: $6.86
UTG: $22.29
CO: $42.45
Hi,

Vilain is a reg, he runs 25/20 (RFI 25% in CO), 3bet 7.3%, fold 24% to 3bet, 4bet range of 8.7%, fold to 4bet 0%, Cbet flop 100% (7) in 3bet pot, WWSF 50%, SD 31%. 614 hands
Preflop ($0.30) Hero is BN with 9 9
CO raises to $0.60, Hero raises to $1.80, 2 folds, CO raises to $4.00, Hero calls $2.20
I'm 3betting him for value here as he only folds 24% to 3bet. When he 4bets I don't think shoving is good as he will fold his bluffs and never call with worst. He also make it pretty small.
Flop ($8.30) 8 7 T
CO bets $4.60, Hero calls $4.60
I could raise here as I can rep 88/77/TT but I don't think he is folding an overpair that often.
Turn ($17.50) 8 7 T A
CO checks, Hero checks
Pretty standard to Xb here I think
River ($17.50) 8 7 T A Q
CO checks, Hero bets $13.77 and is all in
Here my main goal is to make him fold JJ/KK and some Ax he turned and decided to pot control. I know it's hard for me to rep big here, mainly QQ, KJ, J9, maybe some AQ float or AQss that didn't raise OTF and perhaps a slowplayed AA but I probably betting turn.

So I'm not a huge fan of my play because I don't rep a lot but I think his range is capped to Ax (maybe some rivered two pair like QT/AQ) and I don't think I'm often winning at SD. Plus it's hard for me to have total air here.
