NL2 - Fish donks river after calling 2 streets. What to do?

Blinds: $0.01/$0.02 (6 Players) BN: $1.78
SB: $1.54
BB: $2.18 (Hero)
UTG: $1.09
MP: $1.59
CO: $2.00
Preflop ($0.03) Hero is BB with 7 8
4 folds, SB calls $0.01, Hero raises to $0.08, SB calls $0.06
In 28 hands villain has vpip/pfr of 59/0 and has open limped 2 times from SB and 6 times from other positions
Flop ($0.16) K 8 2
SB checks, Hero bets $0.11, SB calls $0.11
Turn ($0.38) K 8 2 7
SB checks, Hero bets $0.30, SB calls $0.30
River ($0.98) K 8 2 7 4
SB bets $0.30, Hero raises to $1.22, SB calls $0.75 and is all in
I fear here that when someone calls 2 streets and then suddenly donks the river, it means that they completed something very strong in the river. What do you think? I've had some spots recently where that's exactly what happened and I ended up calling the river bet and losing a big pot.
