NL2 - Facing a 2bet on turn while holding flush draw

Blinds: $0.01/$0.02 (6 Players) SB: $1.98
BB: $1.23
UTG: $2.22
MP: $2.04
CO: $2.00 (Hero)
BN: $3.29
Preflop ($0.03) Hero is CO with 9 8
2 folds, Hero raises to $0.06, 2 folds, BB calls $0.04
Villain seems like a reg in 80 hands and also has never open limped.
Flop ($0.13) 4 3 5
BB checks, Hero bets $0.10, BB calls $0.10
Turn ($0.33) 4 3 5 3
BB checks, Hero bets $0.24, BB raises to $0.78, Hero calls $0.54
He has 33, 44, 55 and also maybe JJ, TT. Vs this range we have 13% equity on the turn. He probably has some fds too like AcQc, AcJc, AcTc. If we add those then our equity is about 13% again. It's very likely that villain doesn't even have a worse fd than ours when he raises here. The implied odds are also terrible to call in this spot. I think we should fold. What do you think?
River ($1.89) 4 3 5 3 9
BB bets $0.29 and is all in, Hero calls $0.29
Final Pot BB wins and shows three of a kind, Threes.
CO lost and shows two pair, Nines and Threes.
BB wins $2.38
Rake is $0.09
