NL100z - flopped set vs regular on wet board

BN: $117.38
SB: $97.12
BB: $105.87 (Hero)
UTG: $118.39
HJ: $141.60
CO: $104.66
Preflop ($1.50) (6 Players)
Hero was dealt 7 7
UTG folds, HJ folds, CO raises to $2.50, BN folds, SB folds, Hero calls $1.50
Flop ($5.50) 7 6 9 (2 Players)
Hero checks, CO bets $3, Hero raises to $13, CO calls $10
Turn ($31.50) 7 6 9 8 (2 Players)
Hero checks, CO checks
River ($31.50) 7 6 9 8 5 (2 Players)
Hero checks, CO bets $40

V is a Reg - 1k Hands 21/16/1,5 - he opens 14% from the CO, c-bets 47%, calls a flop c/r 67%

Flop is pretty standard I guess since the board is wet + I don't expect him to c-bet that flop with his pure overcards or air hands so I have alot to protect against. Is my sizing to small?

Turn obv sucks and I didn't know what to do. I can't really bet for value since I don't think he is gonna call with his overpairs or 2pair. I guess I could get value out of his flushdraws but that seems kind of thin.

River is meh. I don't see him bluffing but it's pretty obv that I never ever have a T here so he should bet his entire range since I can only call for a chop.
