SB checks, BB bets $12, Hero calls $12, SB calls $12

Hey guys, this hand took place playing 100NL RUSH and is again against an unknown (i.e. <100 Hands sample). Now the action is on me, my question is how much value is there in a shove as opposed to call? The only hands that beat me are sets, 78 and QT of which QT would have to be pretty much always QTss. However, despite this limited number of combos I have no idea what his range is as he has essentially donked/bet/bet which is a line that has me a bit confused, especially given the board runout. What do you think Villains bet/call range is as well as his bet/fold range in this spot? Thanks
