NL100 River thin value bet faces check raise

Blinds: $0.50/$1.00 (6 Players) SB: $221.33
BB: $100.00
UTG: $217.05
MP: $180.56 (Hero)
CO: $100.00
BN: $47.15
Preflop ($1.50) Hero is MP with Q K
UTG folds, Hero raises to $4.50, CO calls $4.00, BN folds, SB calls $4.00, BB folds
Someone posted a dead blind.
Flop ($14.50) Q 6 T
SB checks, Hero checks, CO checks
Didn't want to bloat the pot and the only hands I get value from are QJ, KJ(which I block) and J9s. I'm dominated by AQ so I wanted to go for 2 streets of value.
Turn ($14.50) Q 6 T 2
SB bets $9.09, Hero calls $9.09, CO folds
River ($32.68) Q 6 T 2 8
SB checks, Hero bets $16.00, SB raises to $57.02, Hero folds
It's that same reg that check raises a lot. I don't think I can call.
Final Pot SB wins $61.68
Rake is $3.00

Am I right to assume that my perceived range is average Qx, 22, T8s and KJs? I don't really understand what his checkraise accomplishes because I would call a river bet with all my made hands unless it's very big. Is he always trying to get max value here with J9s from 2p+?
