NL100 KK in 3B pot 3-way vs. CR on dry flop

BN: $100 (Hero)
SB: $100
BB: $81.42
UTG: $133.24
HJ: $200.02
CO: $130.03
Preflop ($1.50) (6 Players)
Hero was dealt K K
UTG folds, HJ raises to $3, CO calls $3, Hero raises to $13, SB folds, BB folds, HJ calls $10, CO calls $10
MP is 38/19 over 21 hands, CO is 25/19 over 64 hands. Small samples cuz I'm new to Zoom. Not putting any stock in either of these stats.
Flop ($40.50) 3 9 8 (3 Players)
HJ checks, CO checks, Hero bets $20, HJ raises to $40
Super dry flop but MP goes for a min CR. I think if he had a drawing type of hand he would flat and get CO along for the ride to juice the pot.

How many think this is a set or 98s every time and I can make an exploitable fold here?

The problem is even on the best turn card (2c) if he bets again I think I'm still folding so I'm probably better off just folding the flop.
