I would cbet vs both since it's a very cbet-able board and we got loads of eq. Personally I don't think this is a board we want to x/r otf, and there are better hands to x/c imo.

With 100bb stacks check/raising sets you up to either have to call off behind or stick it in on any turn with questionable fold equity when called.

I don't really like to c/c here it is going to be very difficult to extract value when we hit OOP and we often will check down and lose to Ahigh or a medium pair that we may have got to fold by the river.

Bet/3bet for me seems only option.

I'd bet twice give up river on blank runouts. It's a tough spot getting raised on the flop. Vs a passive opponent I'd fold on the flop figuring I'm either up against a set or nut flush draw. Vs a more aggresive player I think it becomes a reasonable play to bet/shove vs a raise as he should have some hands he'd fold to a shove + some worse draws he'd go with.
