Turn can go multiple way: you can block with range of Kx,QQ-TT, 99, some 8x for value Or bet normal size with more polar range.
Which line is preferred I don't mind any. River he shouldn't have many Ax so calling looks solid for those pot odds. Main concern are 2pairs, 67hh,65hh- 54hh.

I'm curios what did he show?

Everything seems fine to me, wp. Without reads I assume rec players bet small with a very wide range and you have excellent pot odds.

One could argue to bet a little bit bigger on the turn due to the fact you dont have h in your hand and so it adds more FD in opponent range.

Turn feels like it needs to be bigger. He will continue BDFD and his Kx range will look like K9s-KQs and potentially KQo sometimes on this flop. Turn brings in another dynamic where he has a lot more Kxhh and stuff like A5hh.

What about betting smaller OTR after smaller sizing OTT?
His range should be pretty much pairs and A-highs, so OTR he is lacking unpaired hands. That said I wouldn't be scared of getting bluff raised enough while still 3rd pairs might find a crying call since he is a rec player.
He can have even KJo and more suited Kxs in his range which are calling the small river bet.
