BB is nittish and playing 16/12/1 over 51 hands, UTG is unknown.
PF: I vary between 3 betting and flatting, probably with slightly higher tendency to flat 77.
Flop: Obviously a board that hits his range well. Not sure if there is more value in trying to raise here or take a turn. We don't really need too much in terms of protection on this board.
Turn: Both checks so I am happy to VB my set.
River: Given that he raised UTG, bet flop, check/call turn I think him having QJ is less likely though of course in his range. I also think AK/AT is less likely due to his turn check.
However, do you think the average joe will spazz out enough here?

I like to err on the side of aggression here and raise flop. Slow play is better when heads up. We are dealing with two ranges here, not just one. I can think of 18 turns I don't want to see here.
I think flatting is fine, if BB is nitty he's not peeling a gutshot OOP.
On the 18 turns thing - you don't like an A or K? I would have thought an A was the best turn in the deck, but maybe I misunderstood.
Otherwise think I'd be very unhappy but probably call. Hopefully he has A9.
It would be a pretty substantial mistake for BB to c/f an inside straight draw with >100bb's behind, closing the action and no chance of flush completion on the turn IMO.
