I think it's a ch/fold OTT.
As played river card is somewhat good for us, but still ch/fold river. KK-QQ both better bluffcatchers(blocking KQ), and I don't expect villain to bet worse for value/turn pair into bluff often enough.
Easy fold OTT, you can even x/call oTF as this board is so much stronger for the callers´ range and you have to fold when raised.
it seems important to note that checking turn is +EV...he can check back a lot of hands that have SDV that we beat.

Vs an unknown at these stakes I'd still stick to betting OTF cause the likelihood of him being a weaker player and a not valuebetting with worse or bluffing enough whilst calling way too wide is too high imo.
Yes, but then you are in weird shape for the rest of the hand OOP. If we bet the flop, we may get called by worse, but many times those hands that call will leverage position to take it away from us later in the hand...
