I would 4b/fold pre since he has a wide 3b range and will be tough for hero to play this hand OOP. I don't think this board is good to x/r as a bluff because it smashes his 3b range. You shouldn't try to bluff this board unless you have the As and therefore some equity in the hand. You should just x/f on this flop. As played, turn is an easy x/f since the Qd dont make his range weaker (and can probably have made it stronger) and he is not folding anything he called the flop with on this card. But save yourself money by folding OTF
Do not 4b/f 99, both calling and folding are fine depending on the villain.
As played you`ll be able to continue on a decent amount of boards, so just x/f this one.
I would also just flat pre. I don't like the XR, though - not really blocking much (well, J9) and I don't think Villain will have a BF range on this texture all that often.+ there are some reverse IO when we hit.
