[NL10] 22; BvB; set on draw-heavy board

Blinds: $0.05/$0.10 (5 Players) UTG: $9.35
CO: $10.00
BN: $2.62
SB: $11.24
BB: $10.59 (Hero)
Preflop ($0.15) Hero is BB with 2 2
3 folds, SB raises to $0.25, Hero calls $0.15
Flop ($0.50) 2 T 7
SB bets $0.32, Hero calls $0.32
Turn ($1.14) 2 T 7 9
SB bets $1.40, Hero raises to $4.25, SB raises to $10.67 and is all in, Hero calls $5.77 and is all in

Villain plays 19/14.
40% RFI from SB; 61% cb flop; cb turn 51%;

Is raising OTF better than OTT?
As played, his overbet looks really strong, but board becomes more draw-heavy, so I would expect him play like that with two pairs, sets, straight and overpairs (?). Plus some combo draws.

Board: 2hTs7s9h
Equity Win Tie
SB 34.75% 34.75% 0.00% { 99+, 77, J8s, T9s, 86s, QhJh, QsJs, T9o }
BB 65.25% 65.25% 0.00% { 2d2s }

How do you see that?
