NL 600 vs a river raise call or fold?

Reasoning for checking back the turn was to C/R all in because villain was an overly ago fish who I had seen bomb when checked to multiple times with his standard sizing which was pot with FD and TP

Hero bets $180.00, CO raises to $523.45 and is all in
Once he checked back the turn i couldn't put him on a range thats taking this line possibly 66,33 but even in that spot I think those hands are betting a good portion of the time on the turn. I really had no idea what to do in this spot because I rarely see anyone bluff raising all in at 3/6 on Bovada but the line doesn't make much sense at least to me. Any thoughts would be greatly appreciated.
