Can this be a fold vs some playertypes?

Think his line is not a thing, he's not a rangecbetter 1/3 either, so his cbet size suprised me why he deicde to go small on this texture and then instantly backraises. This just screams something fishy is going on in my opinion and extremly likely to be sets or maybe a combodraw.
Given this range, i think it's acctualy not out of line to just fold flop lol.
