Low c-bet % on the flop

Today i saw a reg at 100nl who had a cbet of 8%(13 situations) over 200 hands ,so 1 flop cbet out of 13 . I played a hand against him where he was in the btn with Aj and he checked back the flop on A 4 9 r .
1. What do you think about this strategy ?
2.What's my adjustment against this type of players ?
