1) Donk flop
2) Check-raise flop
3) Call flop and check/raise turn?

The trouble with being aggressive in this hand is that you're liable to strengthen a villain's range to better 9x hands.
And you don't really need much protection: you're really only worried about a spade coming in, and if CO is semibluffing spades you may earn a bet by letting them bluff when it doesn't come in.
So, with this being such a weak 9, my intuition is just to hope others bet for you and not put yourself in value-cutting territory.
