Limp reraise Blind vs Blind vs Regular

First of all Villain was playing 26/19/9 over 2000 hands. I didn't see this at the time but his attempt to steal blind vs blind was 17% which is stupid low, maybe he was playing a limping strategy but I really hadn't seen it much before. We also had a sample that he was limp folding 70% (11/16 opportunities).

I have played a lot with him and I have seen him be pretty aggressive in certain situations post flop when people are capped. I saw the limp reraise, I looked at my HUD and it said that he was limp folding 70%, and I assumed that he likely was making a move with a random hand being that his limping range generally appears weak, he may believe that I'm raising his limp with other 50% of hands. I thought he may reraise to try to get me to fold most of my range pre that raises, and I also had the idea that if he actually had a strong hand he would raise from $4 to $12.

Clearly my assumptions are wrong. I guess my questions are how bad are these assumptions? Are these reasonable assumptions vs someone who seems to have a weak limping range, or should we just assume that when he limps strong he reraises and when he limps weak he folds?

What is your experience here and how do you go about dealing with this situation? Should we just defend with stronger parts of our range and adjust our raising range vs a limp accordingly vs his limps??
