Leading wet board with TPGK

UTG folds, MP raises to $0.15, 2 folds, Hero calls $0.13, BB calls $0.10
Is it ok to just call KQo from sb? Isn't it better to 3 bet to either fold to 4bet so you dont play dominated?

Hero bets $0.39, BB folds, MP calls $0.39
Here I decided to lead, just to charge draws, following the principle to bet when worst hands will call. Snowie is checking 100% of his range, why is this?
