More info would be nice: if he's loose on the button, floats a lot, etc it's getting towards a call. Maybe he has some combo draws here, maybe he's playing back at your small bet size? If you think he might minraise you on 2 pair and/or combo draws, maybe call turn and fold river unimproved.
What do you think of c/c turn, river here? It keeps the pot smaller and doesn't give him so much leverage on his turn raise.
