How wide can villain overbet this river for value?

How wide can villain overbet this river for value?

Blinds: $0.10/$0.25 (6 Players) BN: $26.17
SB: $25.00
BB: $137.91
UTG: $29.34
MP: $44.90
CO: $25.36 (Hero)
Preflop ($0.35) Hero is CO with K K
2 folds, Hero raises to $0.58, 2 folds, BB calls $0.33
Flop ($1.26) Q T A
BB checks, Hero checks
Turn ($1.26) Q T A 6
BB bets $0.90, Hero calls $0.90
River ($3.06) Q T A 6 6
BB bets $4.80, Hero calls $4.80

Pretty much readless, because of negligible sample.

I was kind of intrigued by the betsizing of villain OTR, the ~160% sizing.
In real-time I assumed he was only going for this size with blufs and AT+ (with AT discounted).
Versus that range, KK is one of the better blufcatchers.

But how wide should villain go, given that I'm a standard 25nl REG, what is the treshold?
I would picture the standard 25NL REG to pretty much bet flop with 99% of all the 2P+ combo's and the (vast) majority of AK and AJ. Personally, I don't do this (at all), but I think it's a reasonable assumption for villain.

Can he valuebet Ax+ with pretty much impunity? (Thereby allowing himself to extract more value out of his 2P+ hands, then were he to pick a smaller sizing?)

And if not, what is the treshold hand you DO bet for value, were you to take this sizing?
