Why do you think he's a fish?
from the hands i had seen him play he was limping some hands he bet sizing didnt seem great to me to me he seems a weak player
His value range is A7 A8 88 77 A3 (and you beat A3 OTR) so I might be tempted to call, I give him a strong range though, this minraise from fish are very often strong I think.
with thinking he was a fish i took into account that fish also do weird things and like you i also beat A3 on river which made me then call river
In my experience a very solid tendency/read of fish and weak players in general is that they never raise bluff you. They barrel as a bluff and they stab as bluff but almost never raise you. When they bluff they often do it in very predictable spots - when they miss a draw. Or sometimes when it just makes no sence and they cant really rep a hand. Thats when I call them off. This spot i fold without second thought.
