[I assume he's a fish based only on the fact that he had <100bbs]
What does that donk bet on the turn mean? 33? A straight draw?
Since most of his draws got there OTR (AJ, J9) and I'm obviously beaten by sets (55 he decided to check call or 33 he decided to float OTF) do I even beat anything other than maybe QT?
Should I be able to find the fold at this spot?

The first thing that comes to mind is that you are exclusing hands like Q3s or even 103s, at these levels in the small blind people find the weirdest calls in my opinion and calling with very marginal hands sometimes.
Second thing that comes to mind is why go all in if you are afraid of sets/straights., just call
But the way you played it I can go along with you're all in although him betting the river makes me lean a little towards calling
Nope. It's a call or raise spot rather than a fold or call spot. Villain seems weak, is taking a weird line, giving you a good price and your hand is pretty strong.
I also wouldn't be concerned about 33 given that that would have been 4th pair on the flop and you bet close to 2/3 pot so I would count on that hand to mostly be folding prior to the turn.
