Flopped straight vs river lead

Blinds: $0.10/$0.25 (6 Players) MP: $24.65
CO: $25.00
BN: $26.38 (Hero)
SB: $42.32
BB: $25.03
UTG: $26.67
Villain is 21/17/AF=10/3B=9 over 115 hands.
Preflop ($0.35) Hero is BN with J A
3 folds, Hero raises to $0.62, SB raises to $2.50, BB folds, Hero calls $1.88
Flop ($5.25) Q T K
SB bets $3.00, Hero calls $3.00
Do you like a raise on the flop ? I am not sure whether this is a flop texture where I want to be raising that much because it is hard to find any bluffs at all. On the other hand there is a flush draw on the board.
Turn ($11.25) Q T K 9
SB checks, Hero bets $6.55, SB calls $6.55
I can probably size bigger here but with stack sizes as they were, there was no problem to gii OTR.
River ($24.35) Q T K 9 7
SB bets $14.50, Hero calls $14.33 and is all in
Do you think he will ever do that with anything worse than a flush ? AcJc, AcKc, KcJc, KcTc are the hands that make sense to me here. Is folding best ?
