Flatting premium hands pf, how to play later streets?

I'm having a bit of trouble coming up with a clear gameplan when I'm flatting, say JJ+ AK type hands pf, both IP and OOP, when trying to keep a weaker player in the hand. Specifically, where to raise in the hand. I'll post a specific HU example for simplicity, although I'd like to later discuss how things change if things go multiway, or IP v OOP, since I think flop play changes a lot if the fish comes along and we want the fish to continue on the flop.

1k NHLE, 100bb stacks for all. Standard reg opens 3x in CO, Hero calls sb QsQh, fish in BB folds.

7s 4s 2c flop, we check, CO cbets 2/3s, we call.

Ts turn, we check, CO 2/3s, we call.

River is Ao, we check, CO checks down Tc9c.

It seems really hard to model if it's best to have a 3b range or not with a fish behind us to act. I've always just assumed since really good players that made videos flatted, flatting seemed best. I think whatever the answer to the pf strat will carry over to flop play in instances we call with the top 3% and the fish does call.

Regardless, I feel like our hand is too strong to be ch/r the turn. I don't think in this instance the CO knows that we are playing a strat to flat all hands to play with the fish. I'm usually not ch/r the turn with much here, and don't really have any idea what villain will do any portion of his range that wants to continue. Maybe just ch/r the flop and go from there? The more I think about it, this seems more like the answer. Donking anywhere in the hand seems hard to play a good strategy.
