Facing strange line in 3-bet pot w JJ on K63-2-4

Preflop ($0.30) Hero is UTG with J J
Hero raises to $0.50, 2 folds, BN raises to $0.80, 2 folds, Hero calls $0.30

Hero checks, BN bets $1.52, Hero calls $1.52
Turn ($4.94) 6 K 3 2
Hero checks, BN checks

Hero bets $2.96, BN raises to $10.60

Villain is a reg, 3-bet vs UTG is very low ~3%, AF 3.5 WWSF 45.

Preflop I thought that villain is probably made a misclick with some hotkey trying to just minraise the BTN, but decided not to reraise with JJ (will do with some hands like 87s as a bluff though.

OTF based on my preflop read, I thought that he decided to cbet very dry board (and yes, I'd fold all high cards here). But JJ I call.

OTT he checks back so I again confirmed my read.

OTR I decided to go for value because villain is never have a Kх here but will checkback all his weaker pairs, and I don't like to XC here because my hand will be face up and he might be sure I have something for showdown. So I bet 60%, and get a raise. For his value range I see only 5x which he can have here again based on my read. But how often will he have it here?

Is this a call?
