Facing river pot size bet w/bluffcatcher

CO: $255.40
BN: $59.94
SB: $200
BB: $221.89
UTG: $326.35 (Hero)
HJ: $241.72
Opponent is 23/20 (2k hands) his cold call in CO is 11%, 3B in CO 2.2%
raise cb IP is 17%, fold to cbet is 50%
Preflop ($3.00) (6 Players)
Hero was dealt J T
Hero raises to $5, HJ folds, CO calls $5, BN folds, SB folds, BB folds
Flop ($13.00) 6 9 Q (2 Players)
Hero bets $10, CO calls $10
Turn ($33.00) 6 9 Q 8 (2 Players)
Hero checks, CO bets $22.06, Hero calls $22.06
I would value bet this turn most of the time, the reason i checked was so i can protect my range of hands like KQ,QJs,JJ,TT from being barreled off...

Opponent bets turn 41%
River ($77.12) 6 9 Q 8 A (2 Players)
Hero checks, CO bets $74.59, Hero calls $74.59
On this river opponent tanked about 7secs then pot the river...
His bet river is 24% really low...

Would be betting the turn 100% with this holding be better?

How would you deal with getting raised on turn?

Do you think that players with 17% raise cbet IP would raise sets of 66,99 everytime...what about flushdraws?
