Villain playing 25/19, opens about 25% from MP.
I have a read on him saying he folds about 70% after checking behind on the flop as preflop aggresor.
Quite passive on rivers mostly.

Is he the kind of player that can raise a pot-controlled hand such as Tx, in order to get to charge your draws OTT and get to showdown?
I don't think so but definately it is a possibility worth considering
As for me, I'd just call and try to hit. With a read that he's often raising turn with medium strengh hands, then I could pull out a big 3bet, relying on fold equity.
I like check-raising turn as well if he likes to delay CB.
if you want to have a 3-bet turn range (which I think you could), I think this would be a great hand to use as a bluff. I think it's also decent to call turn and check-raise rivers.
I think it's important to try and think of if he's overweighted towards bluffs or value on his turn raising range. what hands is he bluff raising the turn that he woudn't bet on the flop?
I call and don't think it's all that close (I also tend to think this line is pretty weighted towards 33 from villain... I also think you can sometimes see TT).
You have 15 outs to the straight or flush and another 3 "outs" to the ace, so calling should be pretty profitable. Maybe I've run bad lifetime in this spot but I feel like regs are quite weighted towards sets when they take a line like this and both TT and 33 can make sense to me here.
IME and given the reads I have on him I'd say he's weighted towards value. I agree calling should be standard.
But he plays pretty passive OTR and has position and initiative. Makes me wonder whether I will have enough implied odds. Still, probably do since I believe his range is strong.

Easy easy call. You're getting 2:1 on a call and even vs a villains range of strictly sets and over pairs you're 35%

I feel like this hand plays much better as a x/r than a lead on the turn. You're fine if the turn goes x/x and you get to realize your equity with some decent SD value and the ability to bluff and value bet various rivers. But if you put in money you want to maximize fold equity against his weak SD value made hands. The best way to do that is to x and encourage them to bet for value/protection and then x/r as you can rep pretty much every value hand since the flop went xx. Then you get to bluff rivers credibly if you're called, or flat a turn 3bet with plenty of equity to jam if you spike on the river.
lastly if villain ever has a worse combo draw and bluffs us off our hand on a blank river it's an equity disaster. That's less likely to happen if we x the turn and go for a x/r as we'll continue to bluff blanks and he'll have to fold. But if we b/c and x a river blank we're always getting bluffed. I'd rather take a lead/call line some of my good made hands and some draws without SD value. XR the turn with my strongest combo draws, some of my strong made hands, and some air balls.
