DOES VILLAIN EVER FOLD?

Preflop ($0.07) Hero is BB with 7 5
3 folds, BN raises to $0.10, SB folds, Hero calls $0.05
Flop ($0.22) 2 8 4
Hero checks, BN bets $0.40, Hero raises to $1.05, BN calls $0.65
Turn ($2.32) 2 8 4 9
Hero bets $0.73, BN calls $0.73
River ($3.78) 2 8 4 9 2
Hero bets $3.15 and is all in, BN calls $3.15
Final Pot BN wins and shows two pair, Eights and Deuces.
BB lost and shows a pair of Deuces.
BN wins $9.66
Rake is $0.42

This hand is really wierd I'd like some suggestions on how to construct the flop check/raise range and how to adjust in the river to a guy who will almost never fold a pair.
NOTE: The numbers in () means the number combos of the hands
1. Flop: Since this is a min-raise prefloop I have for value 88(3), 84s(3), 82s(2), 44(3), 42s(2), 22(3): 16 in total. Against this is a 2x cbet I would prefer to have more accuary in my check/raise bluffs so I'll add some 6d2d 7d2d 5d2d also will have as bluffs 7d5d 9d7d 9d6d 9d3d, hands that have some backdoor straight accuary and some open ended as 5c3c. Finally will call with flush draws with higher cards.
2. Turn: since i would made a pair with a 9dxd in my range i would prefer to check call these, then since I still have 16 value combos I'll bet between 7-9 bluff combos, obviusly the ones with best potential of making two pairs straights and flushes, i used this bet size to make myself able to bluff enough hands.
3. River: Now with my 7d2d 6d2d I bluffed the turn i have essencially the nuts and my value hands are up to 20. So I decided to shove with all my remaining bluffing hands (Td7d, 7d5d, 7d3d, 6d3d, 5d3d, 4d3d.)

So even knowing I'll be getting called the most majorty of the time I believe I remained balanced. So having in count the 2x c-bet, ¿how this is supposed to affect my range, knowing I'm agaisnt a rec 100% of the time?.

Should I drastically adjust my range knowing this and finally what would be the best hand to bluff with in a 2s river.
