Dealing with an exploitable LAG

CO: $6.20
BN: $1.21
SB: $5.86
BB: $5.97 (Hero)
UTG: $9.20
HJ: $4.63
Villain's pretty bad, all in all. He's running 54/35 over close to 200 hands. He rarely, if ever, folds to 3bets and has shown down some hands like A3o/ATo. He 4bets AQ+, and probably TT-JJ+. He floats a lot of flops, and bets a lot when checked to. Basically, he's overaggressive.
Preflop ($0.07) (6 Players)
Hero was dealt Q A
UTG raises to $0.15, HJ folds, CO folds, BN folds, SB folds, Hero raises to $0.45, UTG calls $0.35
3betting here for value since he'll call with worse Ax hands, Qx hands, etc.
Flop ($1.02) 4 4 9 (2 Players)
Hero bets $0.65, UTG calls $0.65
Basically a value bet against his range. Hard to quantify what he can have here. I'm not sure exactly what to do on the flop if he raises a decent amount. Probably fold since he's more the type to bluff when he senses weakness.
Turn ($2.32) 4 4 9 8 (2 Players)
Hero checks, UTG bets $0.95, Hero raises to $4.82, and is all in
I check here with the intention of check/raising 100% of the time. He has shown the ability to fold in the past, plus there's still the good chance I still have the best hand.
Thoughts?

I think its pretty bad because i think he will play very well vs this and it makes it hard for him to make mistakes against us. Essentially you are assuming he is so wide here cant stand a bet call but i think bad villians at these stakes will bet call almost any pair and in turn play near perfect vs your hand. So esentially you are just protecting your hand vs his worse holdings. But i think we are risking to much to do that. Better routes would be c/c or just keep betting you get the benefit of protectiong you hand and you risk 1.1-1.4 ro so not a whole BI for these stakes.

If i know that he's calling a 3bet with a wide range I would 3bet a litle bit bigger something like 4x or even 4.5x + we are oop and I don't want do give him good odds to call.Post flop I will bet flop/turn hoping that he will fold on turn random floats and I would x/f the river because I don't see him folding a 9 here or TT.The x/r it's a very bad play and Robert explained why.

My initial thought here was to agree with Robert and lean more towards betting but I think the hand needs some more information to decide which way is best. When considering double barreling it will be important to know whether or not he will 3bet his air or just his made hands. Is he just a calling station or is he LAG through the whole hand?

I am also curios as to what his sizing on the turn tells you about what part of his range he is on, bottom or top?

As for the x/r I don't think it's correct to say that it is a very bad play. Your B/E fold frequency is 60% which sounds pretty good given (I'm assuming) his range here consists a lot of Ax, FDs and overs. So, while there are more optimal ways to extract value I don't think your losing a ton of money here.

Finally, I would say that the check call is the worst option as the river is going to very difficult to play and likely the easiest way to burn stacks of $1 bills :D

If we think he has more bluff in his range of betting the turn,why just not calling?? Why would you made him fold all his air and call you only with hands that beat you?? Sorry for my english!
