Open limping is bad mkay!
If you want to play this hand raise it. When you raise it you have 2 ways to win.
1: Everyone folds and you pick up the blinds
2: Someone calls but you have the best hand at showdown
In theory you could make your opponent(s) fold on later streets of course so limping also sort of has 2 ways to win. Still to simplify for beginning players I think this explanation works well. In any case picking up the blinds without having to contest the pot adds a LOT of EV to your hand, something you can never make up for when limping the CO if you ask me.
In practice you would need good table conditions to open this in the CO. I think QTo is fine in general but Q9o is slightly too weak. So unless table condition dictate a raise, fold it.
On the flop I see absolutel no reason to lead out. What we have is a fairly weak Tp (typically a bluff catcher) and 3 opponents. If we start betting it is hard to imagine opponents calling us down with hands weaker than ours. I think keeping the pot as small as possible with a hand like this is best.
Checking turn is fine and calling the bet is probably boarderline profitable.
After check calling the turn I again see no reason to donk out the river, except if your opponent is fairly weak (making it much more likely he will call your bet). Its kind of obvious when you bet out that you like that river. If I were in opponents shoes I would assume you have an 8, a pp 99 or higher or a Q. So in his place I would instantly fold anything that cant beat an 8 for sure. I would also fold all 8x (except maybe K8 and A8) since that is the bottom of your betting, which means a hand like 87s loses to almost everything you would bet.

prefer leading flop as opposed to calling (c/f flop seems too weak an option). there is a few draws out there (fd, gutters)
turn play is close. c/f seems too weak, betting seems only for protection against draws. lean towards betting max. half pot..
river is close as well. like bet sizing. when checking, only missed draws bluff, but 8's, 99, TT and JJ often check behind. vs player on the fishy side, there is value against these hands by betting.
as said, it's close hand either way on all streets.
Just check river to protect your weaker hands, you never bluff here. you can limp in SB or BTN, but never in CO:
