Creating raising range on wet boards

My cold calling range at the moment (I work it out in the next few days, some advice would be great) looks like:
22-JJ, A9s-AQs, ATo-AQo, KJs+,KQo, QJs,JTs,T9s,98s,87s,76s
3bet like this: QQ+,AKs,AKo, some AQs combos, some JJ combos, K9s-KTs, KJo, QTo (hands like this)
With which hands you would raise the flop and which ones u would just call? I often thinks "ah, this is a wet board, i can represent a range with many value hands and semibluffs", but sometimes I don't have this semibluffs in my cold calling range.
