Call/Fold/4bet decision is not an obvious one for me

UTG is a 41/20 fish with a low fold to cbet on the flop, a 5% 3bet, 0% 4bet, and a moderate fold to 3bet preflop stat of 45%. MP is a TAG who so far has not folded to a 3bet, 3bets 8% of the time, fold to cbet on the flop is 57%, and I have no data regarding 4bets (only a couple hundred hands).
Your thoughts?
Call looking for a strong draw, 4bet bluff looking to take pot down with FE, or Fold as both of these paths are likely to be greater -EV than -100bb/100 hands (loss of the big blind).
