I'm folding here pretty comfortably.
Think a fish who misses his FD is more often betting a lesser amount and not more in this spot.
If it was a PSB I feel it's closer, but still leaning toward a fold.

If you think about theory things, against someone than make moves equilibrate it's maybe a call but we have a lot of better hands so I'm not sure.
But if you think about what they have when they do this type of things it's a fold.
For me blocker are just If I hesitate between two options.
They don't make the decision.
I have try a lot of this call and I have loose way more often than necessary to make profit.
This time it's a 9 but he could have straight, and I don't see often miss fd act like that.
Generally they donk call flop and turn, and do or not something on the river.
or check/call check/call and ??
But x/c , bet and overshove, without a strong red against villain I fold most of my hand.
probably this is the most useful part that i should start to add to my game, i m always just focusing on blockers, looks to me,
if i was rather focusing on where i am in my range and if i have better hands to calldown... i would realise that i have 99 TT JJ (9Js) 9Ts KQo, KQs, (78s) A9s (K9s) AA KK QQ TJs AJ KJ and now i get to QJ.... so so much better hands...
given so much better hands, i can so much comfortably fold this hand and avoid any exploitability by frequent overbetshover..
I would fold river becouse i dont see FD by player. He would check/raise flop or bet flop and turn with FD.

is very heavy line.
All draws for what you have blockers would not play this line like it do the player. (Sry for my english)
I think the likelihood your opponent is trying to bluff you on this board with a busted flush draw is very slim. Plus you raised UTG and bet that board so you probably have something that connects with it on the turn. Passive fish tend to only bet and bet big when they make their hand, otherwise they will just call with draws. When you call turn your range could be two pair including overpairs, trips, straights and full houses and I don't think you have to worry about him bluffing you. I would only call here with a hand that can be beat enough of his value hands. And given its an overbet I'm probably only calling with better trips fh's and straights. I'd probably fold 89. Don't think about ranges so much when tendencies are key i.e. does my opponent bluff like this, does he really expect me to fold etc. Ask as many why questions as possible.
