Bluffing goes on

BB: BB: $20.81
UTG: UTG: $30.65
HJ: MP: $20
CO: CO: $12.82
BN: Hero: $24.20
SB: SB: $21.39
V: 22/16/4,2 1,2k hands,
positionally unaware as his UTG open is 25%,
his fold to 3b is 44% in total on UTG 50%.
CB 74%
Preflop ($0.30) (6 Players)
Hero was dealt K A
UTG raises to $0.60, MP folds, CO folds, Hero calls $0.60, SB folds, BB folds
I don't mind call here in general, but against this opponent it should be a raise as he opens a lot UTG and doesn't fold much to 3b. There was also a squeeze happy opponent in BB (10%) who was probably the reason why I called.
Flop ($1.50) 4 9 7 (2 Players)
UTG bets $1.05, Hero calls $1.05
Turn ($3.60) 8 (2 Players)
UTG bets $2.52, Hero raises to $6.69, UTG calls $4.17
I think that this board hits my range much more than his, I have all sets and sometimes TJs. I think this should work more than 50%
River ($16.98) 7 (2 Players)
UTG checks, Hero bets $15.86, and is all in
Possibility of me having a set is somewhat reduced by this river, but I could be raising the turn with clubs as well. I think he should fold his OPs here as well. But there is a saying "never assume intelligence."
It is hard to think of his calling range here, I think that he should shove his made hands as the board is this drawy. Draws with extra equity probably call and they should be folding to this river a lot, except clubs obviously.

If I draw a line here I actually like this play but think I should do it with hands that have some equity so I could improve on this river.

I appreciate your thoughts!
