Blind war bluff river shove question

BN: $104.16
SB: $100
BB: $118.66 (Hero)
CO: $153.75
bad reg, opening 45% on the SB.
Preflop ($1.50) (4 Players)
Hero was dealt 7 A
CO folds, BN folds, SB raises to $3, Hero calls $2
Flop ($6.50) K 3 K (2 Players)
SB bets $4.30, Hero calls $4.30
I would not raise some FD here, and do this on turn, like how I would have played a king
Turn ($15.10) K 3 K 4 (2 Players)
SB bets $10.45, Hero raises to $28.56, SB calls $18.11
I might have SD value, but I rather raise to shove good river and make strong Ax to fold, and medium pairs. When he calls here based on the fact he is a bad reg, can I be close to sure he is not holding a king??
River ($72.22) K 3 K 4 T (2 Players)
SB checks, Hero bets $82.80, and is all in, SB calls $64.14, and is all in
My plan was to shove clubs and hearts, but now I am thinking that hands that call me on the river contain a chunk of heart draws.
Final Pot
Hero has 7 A SB has 5 8 SB wins $198.50

It is hard for me to figure what folds on the river that are better than me with my shove.
