He has 17% raise 1st range. CBet OOP 57 (21) on the flop.

I decided to 3-barrel here cause put him on a weak pocket. He could have AT KTs - so it would be a tough decision for him otr - I can have AA KK or sets. 

His check play didn't make sense with a decent hand for me. Imo he should cbet good hands because he will get a ton of calls from floats with overcards and pockets - so I decided he's weak and it's a good spot to 3barrel with many of my hands especially with overcards which can hit their 6 outs

Depending who is in the blinds i flat or 3b this. So if there a squeezy regs in the blinds i dont mind the 3b.
Flop is fine cbet, make him fold KQ,AQ,AJs.

Turn is a litte optimisic imo, hes utg and calls 3b when he c/c flop he has a resonably strong range.
Not many weak Tx you get to fold here. I think JJ is not gonna fold so much on this turn, also 99 calls again with the equity he picked up and ofc 88,TT are not folding. 
So i dont really see much FE on the turn. 

I would check and bluff Ace rvrs prob check on J rvrs, maybe vbet K rvrs, and vbet 9 rvrs of cource.

I think the 3bet preflop is fine, but I'd be checking this flop and looking to bet the turn depending on the action/card. If there was a diamond on the flop, or if we had KcJc, I'm fine with cbetting the flop.

I don't understand your rationale for 3-betting pre-flop. Although we are in position, his UTG range is strong and we want to keep weaker hands in his range. By 3-betting we allow our opponent to fold all weaker holdings and play with a stronger range. Why not just call? After c-betting the flop, I would not double barrel. I doubt he is floating with overs often and has more PP and sets in his range which are not folding to another bet.

I don't think Villain is calling AT, KT OOP in a 3-bet pot.

I'm not sure you got the action right? We 3-bet and have the betting lead, hence our opponent cannot make a c-bet.

yeah I made mistake again. Need to sleep more I gues )) I think in this hand 2-brrel would be fine cause imo he will have quite a lot of overcards like AQ AJs KQs which he could float me with
