Both flop and preflop can be played passive or aggressive. It doesn't really matter as long as your strategy isn't too face up.

You will get called by worse OTR so valuebet is fine as long as villain doesn't XR much. I am not a fan of 33% pot IP OTR, but you can't go very large with this hand either. If he slowplays flushes and are capable of turning some pairs into a bluff this play becomes much more marginal, and checking back is probably best.

Having a flush blocker is often useful when value betting thin when flushes are possible.

Preflop is a strong mixing hand between 3betting and cc'alling.

u can bet bigger on river... ur bluff range will be basically flush blockers representing the flush .... And ofc when u are having the flush u want to bet big...

Also with top two and co possibly having a lot of worse two pairs we have another reason to bet bigger.
