I think he range is capped in this spot (or almost capped). He cant really have KK, QQ, AA. KQ and 44 (9 total combos) are the only hands that I can see that would raise for value in this spot (and Im not sure all KQ hands are in his calling range).
Imo, he can have a lot of Axs, SCs, JT, AT as a bluff.
