AKo 16NL FR - TPTK facing raise OOP, what's the best line?

CO is running 31/2 over 49 hands. He has so far limped and called a raise with KJs,K5s,A6o,A4o,QTo. His aggression factor is 0.9 and AgFrq is 43%. He has folded 0% (0/8) vs cbets and raised 38% (3/8), which is kinda strange given his passivity from the other stats.

When a passive player raises such a dry flop I always think that I might be up against a big hand, e.g. 77,22,A2,A7, which would all be in his pre-flop limp/calling range. As he seems quite passive generally I think he would just call with the Ax hands where he just holds TP crap kicker.

When he bets so small in to this pot I just don't credit him to have two pair or better and now feel that my TPTK is good so I choose to jam hoping to get called by/value from the Ax one pairs hands. Am I better off just calling this turn bet? And then are we bet/calling the river or check/calling the river?
