OTF, CBing is fine, as well as C/C; 87T two tone is a very connected flop, IP getting close to 5:1 preflop will probably be entering with a wider range that will be a little hard to define. Not to mention he has a broken stack, which means he is highly likely to be a recreational.
I wouldent be surprised if he had J9s, T8s, 87s, in his preflop range.
OTT calling again is fine, one thing to notice is we block allot of his FD's. But I think it is fine to plan for two streets here, maybe on blanks we can consider 3, after we evaluate texture and sizing.
You said right, we block FDs, that's why I'm worried. CO keeps flatting, also with a blank OTR I would not be so sure about our equity, too many sets/straights/two pairs/combodraw between their ranges, and I don't know how much is profitable to keep calling. Probably if I squeezed bigger preflop, at least one of them could have folded, and I would have been in a safer situation.
Anyway, river was 9d, MP had set of 8s and CO showed JsTs for a straight.
As you said, bigger preflop size, 11-12bb seems fine, fish will call wide and any sizing if he like his cards xD
As played I would fold OTT, too wet board against 2 players and oop it's even harder
