SB: $8.30

BN: $3.65

I'm running 26/25 over 64 hands at this stage. The SB is a fish running 40/5 over 21 hands and the bB is 15/13 over 64 hands with a 0% 3b.
Preflop
($0.15)
(6 Players)
Hero was dealt

UTG folds, HJ folds, Hero raises to $0.30, BN folds, SB calls $0.25, BB raises to $1.20, Hero raises to $3, SB folds, BB folds

When I get 3b I'm torn between 4b for value against the BB or just flatting and keeping the fish in the hand. I guess I just feel I only get value from the top end of the BB's range and he folds out all of his more marginal hands and bluffs.
Final Pot
Hero
wins $2.70
So should I always 4b here for value or should I flat and let the fish come along too?
