If you go for the c/r, you should shove over his 4bet because most turn/river cards are bad for you.
This looks quite standard, I think you played this hand fine. As villain, I'd primarily lean towards 3betting standard stuff like nut flush draw, strong combo draws, AQ maybe QQ and 99. Since when I 3bet a strong combo draw, that's actually more a value raise then a bluff so if I felt compelled I would also 3bet some stuff like KT JT T8 etc. However even though I would not do this I think you see some villains overplay AK this way.
I think calling 3bet is better. Don't mind slowplaying flop with A9 either. As you said you don't have that many strong hands here so you will get barreled more aggro and slowplaying becomes more valuable.
Raising is OK, but keep in mind your value range is A9/99 and that is it.
Getting 3-bet sucks here.
