A9o on the BTN - open or not to open?

Blinds: $0.05/$0.10 (9 Players) CO: $18.57
BN: $10.00 (Hero)
SB: $15.60
BB: $10.47
UTG: $10.45
UTG+1: $10.15
MP: $10.15
MP+1: $9.05
MP+2: $11.55
The real villain here is the BB. I have 4.5k hands on them. I have noticed that he resteal a whopping 17% but that number is a massive 31% against me.

Preflop ($0.15) Hero is BN with A 9
6 folds, Hero

I am now going through a deep look at my button play and came across this interesting spot.

As mentioned, me and villain have played a lot of hands together.

How do i adjust my long term strategy for dealing with this type of player? Do I tighten my range so I can withstand the pressure of a 3bet? is A9o at the bottom of that range? Do I just leave the table if this type of player is on my left?

Sorry i haven't posted a hand in a while. Will probably start doing more as I am going through a very intense look at my game.
