99 in SB

BB: $34.77
UTG: $7.66
HJ: $27.71
CO: $9.12
BN: $24.65
SB: $14.71 (Hero)

Hero was dealt 9 9
UTG folds, HJ folds, CO folds, BN raises to $0.75, Hero raises to $1.65, BB calls $1.50, BN calls $1
BB just got to the table, playing his 3rd hand. BB is 24/5 on just over a 100 hands, but has been calling a lot of raises from the BB. Anyway, first time I see him facing a 3bet in this spot.
Flop ($5.25) 4 T 4 (3 Players)
Hero bets $3.50, BB raises to $7, BN folds
I believe villain's range to be something like 66-JJ, suited tens JTs+, ATo, 54s and rarerly air (I included AKs into the range for this purpose). Against this range I would have a ~45% equity.

I'm starting to learn ranges, so, I'm I getting it kind of right? Then, how should I proceed here? Seems like I would have enough equity to continue in the hand, so should I (which would commit me to the pot) or shove, purely for value as I won't have much fold equity with my stack.
About my stack size, I'm running kind of a bankroll challenge, and decided to play 25NL with half stack until I have enough of a bankroll for buying in with a full stack.
