With this Cbet stat I think He bets with almost his whole PFR range, but definitely bets his 7x type hands, and 55-66 for protection... All in all, his range is pretty wide nevertheless this drawy flop.

I don't think leading out makes any sense in this spot, because bluffcatching is more +EV than try to get value from 2nd or 3rd pairs. But... does Villain capable to bluff here after He checks back the turn??
If He has SD value, He should check it back {4x, 55-66, 7x, Ahigh???}
If He has some 2overcards He can bet the river. However I can play bluffcatching with the decent part of my hand range after his turn check-back.
I'm very confused about this spot. I absolutely don't have any fixed idea what should I do here...

Against someone with less than 50bbs I would strongly consider either 3 betting preflop, or raising the flop. As played, I would bet the river after turn goes check-check. Like you said, villain has a lot of hands with showdown value that will call a bet, but are likely to check behind. It's unlikely that villain bluffs this board with overs, especially on this river.
You mean stacking off preflop is a valid option? Raising flop seems a good idea, just because it's kinda super extra draw-heavy board, and He seems a pretty loose-aggro player.
But I'm not sure He's capable to call a river bet with 2nd or 3rd pairs in a club river. And yes, if He has even a little SD value, He checks back the river immediately.

Think he can have a few bluffs here as i expect him to barrel most of his flushes.
Alex - Against a 45bb stack, I think stacking off preflop with 99 is going to show a profit, barring a read that says otherwise.
