Villain does not appear to be fish with 20/20/18 stats over only 66 hands.
I figured I would raise small for thin value OTR but maybe this was too thin and should be a call instead?
Most of his flushes would bet turn a vast majority of the time and he would just flat call my river 3bet. If I had to give him a range it would be 78/77/88 and then A7 maybe some combinations of A8.
As played I'm sure this is a river fold where we are almost always drawing dead. Thoughts would be appreciated.

Weird line by villain,folding seems fine. I agree with your range assumptions.
The river overbet seems extremely polarized/nutty... so calling river should be higher EV than raise-folding (under the assumption he wouldn't overbet 7x or flushes here.)
You would have to think allot of the time he would bet turn with 87, 77, etc... Unless he is trickypostflop
