5NL - overpair vs raise

Blinds: $0.02/$0.05 (6 Players) BN: $5.34
SB: $5.02
BB: $5.66 (Hero)
UTG: $6.29
MP: $5.00
CO: $6.41
Preflop ($0.07) Hero is BB with Q Q
UTG raises to $0.15, 4 folds, Hero raises to $0.50, UTG calls $0.35
Flop ($1.02) 4 7 3
Hero bets $0.50, UTG raises to $1.99, Hero calls $1.49
Turn ($5.00) 4 7 3 3
Hero checks, UTG bets $3.80 and is all in, Hero calls $3.17 and is all in

Villain is unknown.

PF: i think either 3b or call is fine. i just 3b at this time.
F: low cards on the flop, which is good for PF raiser, so I just c-bet, then villain raise.
hm... it is hard to think that villain holds set since he called vs 3b on the PF.
however, it is microstakes. most of players love to call and see the flop.
If he does not have a set, he may have a FD but one of my Q is club, which lower the possibility of villain's FD.
(thats the reason i think my Qc is bad)
Also, board is pretty wet so set would definitely raise.
IMO, fold is better option.

how do you think?
