So the villain in SB that makes the flop c/r is a reg and the other guy who open limped then folded flop is a fish. I figured his flop c/r might be more value heavy due to the presence of the fish and because of the pre flop action he can have a lot of random 2p hands that would complete.
Could also have more draws as well but I think they might play more passively.

I don't see him c/r a bare Tx on flop so his only value hands like 2p are probably just going to c/c river. 98 gets there and we beat any missed FD's that didn't catch a pair.
