$50NL. A kind of 'wtf is going on spot' on the turn against a shallower stack. Should I be making a exploitative fold here?

SB: $50.04
BB: $75.79
UTG: $22.32
UTG+1: $56.41 (Hero)
MP: $56.82
MP+1: $83.11
CO: $47.25
So this Vs play thus far makes this hand interesting. I play on a anonymous site, so I try to make quick judgement on players. My note says, "barrels if checked to". However, this was like one of the first hands. 25 hands in now, his VPIP is 1/25, PFR 0/25, and AFQ of 2/2.
I am blocking backdoor flush draws, but have top, top. Min bets tend to make me more uncomfortable with made value hands than 3x+ because I can never make sense of them. Is anyone folding this turn?
I thought maybe he's over playing KQ, which wouldn't surprise me on this site, but still weird to x/r it. On river, its weird because we are get 3.5 to 1, but can he really ever be bluffing here? I know GTO says call, Im sure, but from a exploitative standpoint is anyone folding here?
